NC Hospital Quality Performance Report

How to read this dashboard: On this dashboard, percentages indicate the percent of patients receiving recommended care or percentage point improvement. Colors indicate how many points were earned on each measure. Hospitals can earn up to 10 points on a measure, depending on how their performance/improvement compares to national data. Scores of 10 or 9 are blue; scores of 8 or 7 are bright green; scores of 6 or 5 are lime green; scores of 4 or 3 are yellow; scores of 2 or 1 are orange; and scores of 0 are red. Because a hospital's VBP score uses the larger of performance or improvement, improvement is only color-coded when it was larger than performance and therefore contributed to the final score. How component scores are calculated: To determine component scores, both performance and improvement are examined across many measures. For each measure, a formula is used to determine whether performance or improvement was greater, and only the larger of the two is included in the component score. A hospital's patient experience score may include up to 20 extra points for "consistency". VBP scores do not indicate financial loss/gain: CMS has not yet determined the slope of the exchange function which will be used to distribute VBP revenue. Because of this, it is impossible to know whether a specific VBP score will or will not be high enough to yield positive financial benefit for a specific hospital.
Different time periods: Simulated VBP scores posted here are based on different time frames than those which will be used by CMS. CMS will rely on a baseline period of July 1, 2009-Mar 31, 2010 and a performance period of July 1, 2011-March 31, 2012. Our most current data does not use the same time periods. For clinical measures, the same baseline is used, but the simulated performance period uses data from October 1, 2010 - June 30, 2011. For patient experience indicators, the simulated baseline uses survey results from April 1, 2009-March 31, 2010 and the simulated performance period is January 1, 2010-December 31, 2010.
State versus national data: The "gas gauge" meters display the relative standing of each hospital's performance against other N.C. hospitals that are reimbursed under Medicare's prospective payment system (PPS). However, CMS will ultimately look at the performance of all PPS hospitals nationally. Therefore, it is important to know how a hospital is performing relative to other facilities since the federal government's payment will be determined by 'grading on a curve' at the end of the year. The relative standing of a hospital against other NC hospitals may or may not be indicative of their standing against other hospitals nationally.
