VBP scores do not indicate financial loss/gain: CMS has not yet determined the slope of the exchange function which will be used to distribute VBP revenue. Because of this, it is impossible to know whether a specific VBP score will or will not be high enough to yield positive financial benefit for a specific hospital.
Different time periods: Simulated VBP scores posted here are based on different time frames than those which will be used by CMS. CMS will rely on a baseline period of July 1, 2009-Mar 31, 2010 and a performance period of July 1, 2011-March 31, 2012. Our most current data does not use the same time periods. For clinical measures, the same baseline is used, but the simulated performance period uses data from January 1 - September 30, 2011. For patient experience indicators, the simulated baseline uses survey results from April 1, 2009-March 31, 2010 and the simulated performance period is April 2010 - March 2011.
State versus national data: The "gas gauge" meters display the relative standing of each hospital's performance against other N.C. hospitals that are reimbursed under Medicare's prospective payment system (PPS). However, CMS will ultimately look at the performance of all PPS hospitals nationally. Therefore, it is important to know how a hospital is performing relative to other facilities since the federal government's payment will be determined by 'grading on a curve' at the end of the year. The relative standing of a hospital against other NC hospitals may or may not be indicative of their standing against other hospitals nationally.
